Passaic County is composed of 16 independent municipalities, each of which maintains its own building department and zoning authority. The county government primarily oversees regional planning, county road access permits, and health department inspections, while municipal offices handle all residential and commercial building permits. Development in the northern Highlands region may be subject to additional review under the New Jersey Highlands Water Protection and Planning Act.
