Flooring contractor requirements in Louisiana.

Flooring on an existing home is home improvement. From $7,500 up to — not including — $50,000, the contractor needs the Home Improvement registration: no trade exam, but a $25,000 net-worth financial statement, workers' comp, and $500,000 in liability insurance from August 1, 2026. At $50,000 and up, residential work moves to the Residential Construction license. Below $7,500, the state requires nothing.

Commercial flooring of $50,000 or more needs the Flooring and Decking subclassification (or Building Construction), which covers stone, tile, resilient, wood, carpet, decking, and poured or epoxy floors. Flooring subcontractors working directly for a Residential Construction licensee on new homes are exempt from LSLBC licensure.

Baton Rouge is a consolidated city-parish: the City of Baton Rouge/Parish of East Baton Rouge Permits & Inspections Division handles building, mechanical, plumbing, and electrical permits — except inside the City of St. George, which took over its own permitting on October 16, 2024.
