Louisiana layers three credentials. The business needs a Place of Business Permit for every location (expires June 30 each year), backed by $250,000-per-accident public liability insurance, $100,000 property-damage coverage, and a $2,000 surety bond. Each location must employ a full-time licensed structural pest control operator. And every unlicensed worker must be registered as a technician within 30 days of hire and pass the technician exam within 90 days.

Operator licensing has a high bar: a four-year entomology degree, a degree with 12 entomology hours plus a year as a registered technician, or four years as a technician — then the EPA general standards exam and a category exam (General Pest Control, Termite Control, fumigation phases). Unlicensed structural pest control is a crime under R.S. 3:3373, and the Commission can levy civil penalties up to $5,000 for a major violation.
