The Mechanical Licensing Act bars anyone from engaging or offering to engage in mechanical work — heating, cooling, refrigeration, ventilation, and natural gas piping — as a journeyman or contractor without a valid CIB license, and no business may act as a mechanical firm unless a licensed contractor is associated with and responsible for its work (59 O.S. § 1850.7). Licenses are issued by category: HVAC limited or unlimited, natural gas piping, process piping, refrigeration, sheet metal, ground source piping, and fueled hearth product work (OAC 158:50-5-1).
Unlike the electrical and plumbing laws, the Mechanical Act has no broad homeowner exemption — only owner minor repairs such as cleaning, adjusting, and thermostat replacement are excluded (§ 1850.10(B)). Contractors carry a $5,000 bond and $50,000 general liability, renew annually in their birth month, and complete 6 CE hours every 36 months.
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
Cities may appoint inspectors, require mechanical permits, charge fees, and require contractors to register locally (59 O.S. § 1850.12). The state license is valid statewide, but a person licensed locally who works only in that locality need not hold the state license (§ 1850.15).
The local offices section below names the exact permit desk for every Oklahoma county on file.
Each row names the issuing authority, cost, timeline, citation, and status behind the requirement — verified against the official source.
Published fees from the issuing authorities, as of October 2026. Local permit fees vary by project and jurisdiction — the basis is stated where a flat number does not exist.
Only mechanical licensees or licensed plumbers may install, replace, or repair gas piping, floor furnaces, wall heaters, or radiant-floor heating (§ 1850.10(A)).
Contractors may go inactive by paying the renewal fee, dropping the bond and insurance — but may not contract while inactive.
Commercial radiant-floor installs above 500,000 Btu/h per appliance require an unlimited HVAC license, per CIB.

Violating the Mechanical Licensing Act is a misdemeanor, in addition to suspension or revocation.
After a hearing, each violation may be fined; each day may be separate.
