The Plumbing License Law of 1955 makes it a misdemeanor to perform journeyman plumbing work without a journeyman or contractor license, or to engage in the business of plumbing unless the person or a bona fide officer of the firm holds a plumbing contractor license (59 O.S. § 1012). Licenses last no longer than one year, expire the last day of the birth month, and renew only with required continuing education (§ 1009).
Active contractors file a $5,000 surety bond — cash or a certificate of deposit may substitute — and carry $50,000 general liability (§ 1002(B); OAC 158:30-5-2). Journeymen and contractors need 6 CE hours in the 36 months before expiration. Every state-licensed plumbing contractor must also register with the plumbing inspector of each city or town where they operate (§ 1020).
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
Licensing is state (CIB), but cities and towns of 2,000 or more with water or sewer systems must regulate plumbing, require permits for all work except leak repair, and maintain a plumbing inspector (59 O.S. §§ 1015–1016). Local codes may not conflict with OUBCC or CIB rules, and each state-licensed contractor must register with every city where they operate (§ 1020).
