Flatwork, foundations, driveways and walls all alter real property, so a concrete company registers under chapter 18.27 RCW as a specialty contractor: $15,000 surety bond, general liability insurance of $200,000 public liability plus $50,000 property damage or $250,000 combined single limit, and a $150.20 fee. There is no concrete or foundation exam in Washington.
The bond doubled on July 1, 2024. 2SHB 1534 took specialty bonds from $6,000 to $15,000 for registrations issued or renewed on or after that date, the first increase since the original law, and steered the resulting penalty revenue into the homeowner recovery account. Contractors who renewed later than July 2024 had to post the higher bond before L&I would process the renewal.
Public work changes the arithmetic. L&I's prevailing wage guidance treats any project funded by public dollars, direct or indirect, as public works, applies to construction, reconstruction, maintenance or repair, and explicitly reaches small projects with no minimum dollar amount, including small works roster contracts. For a trade that lives on sidewalk, curb and municipal flatwork, that is not an edge case.
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
Slabs, foundations and footings run on local building permits; sidewalks, curb cuts and driveway aprons usually need a separate right-of-way permit from the city's public works or transportation department. Either way RCW 18.27.110 requires the city, town or county to verify your L&I registration before issuing, to print the registration number on the permit, and to give the applicant written notice about the risk of using an unregistered contractor. Seattle SDCI, Tacoma, Spokane and King County Permitting in unincorporated King County all do this. Under RCW 18.27.130 none of them may require a concrete contractor license or a local bond; cities keep only a general business license fee and a gross-receipts tax. If the job is publicly funded, the awarding agency, the prime and every tier of subcontractor must all carry the prevailing wage requirements in their bid and contract documents.

2SHB 1534 raised bond amounts for initial and renewal registrations occurring on or after July 1, 2024 - the first increase in 22 years. Renewals dated after that must post the higher bond first.

RCW 18.27.050(3) lets a contractor file an assigned account with L&I instead of an insurance policy, but you must then tell every customer and bidder that recovery requires them to obtain a court judgment.

Advertising, offering, bidding or performing while unregistered, suspended or revoked is a gross misdemeanor, separately for each day after a citation and each worksite.

Cancellation or revocation of the bond, or expiration or cancellation of the insurance policy, automatically suspends the registration until a replacement is filed and approved.
