Electrical contractor requirements in Washington.

It is unlawful in Washington to advertise, bid or carry on the business of installing or maintaining electrical wiring or equipment without an electrical contractor license from L&I. The license runs 24 calendar months. Application requires a UBI number, a $4,000 electrical or telecommunication contractor surety bond or assignment of savings, a workers compensation account if you hire, and - the part that actually gates entry - a certified electrical administrator or master electrician assigned to the business.

Liability insurance is where Washington surprises people. L&I states that electrical contractors are encouraged to carry general liability insurance but that the department does not keep records of it. The $20,000 property damage / $50,000 one person / $100,000 more than one person certificate on the application form is required for telecommunications contractors only.

The competency lives in the people. No person may engage in the electrical construction trade without a journey level, master journey level, specialty or master specialty certificate of competency. A journey level (01) exam needs 8,000 hours of experience and 96 hours of basic classroom instruction; there are 14 specialty categories, split between 4,000-hour and 2,000-hour tracks. Certificates renew every three years on the holder's birthdate with 24 hours of continuing education including 8 hours of code update and 4 hours of RCW/WAC.

L&I notifies applicants of the action taken on an electrical contractor licence application within 8 to 10 weeks of receipt. There is no online submission - the first application goes by mail or in person.

Late renewal doubles the fee

Electrician certificate renewal fees double after expiration, and a certificate expired more than 90 days cannot be renewed at all - retesting is the only route back.

A contractor who employs domestic-pump specialty plumbers and also needs an electrical contractor license for pump and irrigation work gets a single combined licensing document from L&I.

Q01Is an electrical contractor license the same as contractor registration in Washington?+
No. Electrical work is licensed under chapter 19.28 RCW, a separate scheme from the chapter 18.27 RCW contractor registration. The electrical license costs $353.90, carries a $4,000 bond rather than a $15,000 specialty bond, and requires an assigned certified administrator. L&I says registration may also be required if the business does non-electrical work.
Q02Does Washington require liability insurance for electrical contractors?+
L&I encourages general liability insurance for electrical contractors but does not keep records of it. The insurance certificate on the application form - $20,000 property damage, $50,000 for injury to one person and $100,000 for more than one person - is required for telecommunications contractors only.
Q03Who inspects electrical work in Seattle, Spokane and Tacoma?+
Not L&I. Seattle and Spokane are among 25 cities that issue their own electrical permits and inspect within city limits, and Tacoma Power permits and inspects properties it serves in Tacoma, Fircrest, University Place, Fife and parts of Steilacoom, Lakewood and unincorporated Pierce County. Everywhere else, L&I does it, using the 2023 NEC.
Q04How many hours does a journey level electrician need?+
8,000 hours of work experience, no more than 4,000 of which may come from 4,000-hour specialties, plus 96 hours of basic classroom instruction before sitting the (01) exam. Four-thousand-hour specialties need 4,000 hours in that specialty and 48 hours of classroom instruction.
