PAINTING x OREGON

Painting contractor requirements in Oregon.

Painting is named in the CCB's list of covered construction activity, so painting for compensation needs a CCB license — usually a Residential Specialty Contractor endorsement with a $20,000 bond and $300,000 liability insurance.

Oregon runs the EPA renovation program itself through the CCB. Work on pre-1978 homes that disturbs more than six square feet of painted surface per room inside, or more than 20 square feet outside, requires a Lead-Based Paint Renovation (LBPR) contractor license, an employee with the eight-hour RRP course, and a four-hour refresher before the five-year certification lapses.

LICENSE TRUTH
Painters in Oregon need a Construction Contractors Board license, and any painter who disturbs paint in pre-1978 homes also needs a separate CCB Lead-Based Paint Renovation contractor license.
STATE ↔ LOCAL
Oregon contractor licensing is exclusive to the state: under ORS 701.325(6), cities and counties may not require or issue their own contractor registrations, licenses, or surety bonds for CCB licensees — though they may charge a general, nondiscriminatory business license fee. No city, county, or state agency may issue a building permit without a current, properly endorsed CCB license (ORS 701.325(1)), and any city or county business license requires a signed statement that you are CCB-licensed (ORS 701.325(5)).

§ 03 · Year-One Cost

Published fees from the issuing authorities, as of October 2026. Local permit fees vary by project and jurisdiction — the basis is stated where a flat number does not exist.

NOTE
The fee went up

The CCB raised the two-year license fee from $325 to $400 — renewals from July 1, 2024 and new applications from July 1, 2025. Older guides quote $325 or $250.

NOTE
Two endorsements, two bonds

Working on both residential and large commercial structures takes both a residential and a commercial endorsement — two bonds, and one liability policy at the higher required amount.

NOTE
No local license stack

ORS 701.325(6) bars cities and counties from layering their own contractor licenses or bonds on top of the CCB license — only general business license fees and permits.

§ 08 · Oregon FAQ

Questions painting contractors ask about Oregon.

Q01Do painters need a license in Oregon?+
Yes. Painting is named in the CCB's list of construction activities, so painting for compensation needs a CCB license with bond and liability insurance.
Q02Do I need a lead license to paint old houses?+
For homes built before 1978, yes — when you disturb more than six square feet of painted surface per room inside or 20 square feet outside. That requires the CCB's Lead-Based Paint Renovation license and an employee with the eight-hour RRP course.
Q03What does the lead license cost?+
Renewal is $50 a year; the statute caps the certified lead-based paint renovation contractor fee at $50 per year (ORS 701.515(3)(f)).
