Framing contractor requirements in Oregon.

Rough carpentry and framing for compensation is CCB-licensed construction. Framing crews that sub to builders typically hold a Residential Specialty Contractor endorsement; framers on large commercial structures need a commercial specialty endorsement.

The sub rule bites both ways: under ORS 701.026(1) a contractor may not hire a framing sub that isn't CCB-licensed and properly endorsed, and an employee exemption (ORS 701.010(10)) covers only true employees — a crew paid as a subcontractor needs its own license.

The CCB raised the two-year license fee from $325 to $400 — renewals from July 1, 2024 and new applications from July 1, 2025. Older guides quote $325 or $250.
