There is no New York State electrical license for contractors or journeymen. Electrical licensing is a municipal function, and in the four cities we cover it is mandatory: no license, no electrical permit.
In New York City, DOB licenses master and special electricians. Applicants need at least seven years of experience within the prior ten (two in NYC) under a licensed master or special electrician, must pass a written exam ($585) and practical exam ($530), and must be an officer, partner, or sole proprietor of a business with a zoning-compliant NYC place of business whose name includes 'Electric' or 'Electrical', carrying general liability, workers' comp, and disability insurance.
Upstate, Buffalo licenses master and journeyman electricians (journeyman applicants show five years under a licensed master), Rochester's Electrical Examining Board tests and licenses electricians and only licensed electricians or single-family owner-occupants may apply for electrical permits, and Syracuse publishes its own roster of licensed master and limited electricians.
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
New York has no state license for this trade, so the local layer decides everything. New York City is the heaviest: DCWP licenses home improvement contractors (residential work over $200), DOB licenses master plumbers, master fire suppression piping contractors, master and special electricians and oil burner installers, registers general contractors for 1–3 family New Building permits, and requires 40-hour Site Safety Training cards on larger sites. Upstate, Buffalo licenses contractors through its Office of Licenses and runs plumbing and electrical licensing; Rochester only accepts electrical and plumbing permits from licensed tradespeople or single-family owner-occupants; Syracuse licenses electricians and HVAC/mechanical contractors while plumbing permits run through Onondaga County. Statewide, GBL Article 36-A governs every residential contract and WCL § 57 blocks permits without workers' comp proof.
