New York State does not license plumbers. Local governments do, and in every city we cover a local license is the gate to a plumbing permit.
In New York City, DOB licenses Master Plumbers (and Master Fire Suppression Piping Contractors). Applicants need seven years of experience within ten, including two as a registered journeyman plumber, all under a licensed master plumber; they pass a $585 written and $530 practical exam, then a $500 background investigation. The license runs three years and renews for $150, and the business must have a zoning-compliant NYC place of business with general liability, workers' comp, and disability insurance.
Upstate, Buffalo master plumbers need a certificate of competency from the Examining Board of Plumbers and journeymen are licensed by exam; Rochester's Examining Board of Plumbers licenses master and employing plumbers, and only licensed plumbers or single-family owner-occupants may apply for plumbing permits; in Syracuse, plumbing permits must be obtained through Onondaga County.
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
New York has no state license for this trade, so the local layer decides everything. New York City is the heaviest: DCWP licenses home improvement contractors (residential work over $200), DOB licenses master plumbers, master fire suppression piping contractors, master and special electricians and oil burner installers, registers general contractors for 1–3 family New Building permits, and requires 40-hour Site Safety Training cards on larger sites. Upstate, Buffalo licenses contractors through its Office of Licenses and runs plumbing and electrical licensing; Rochester only accepts electrical and plumbing permits from licensed tradespeople or single-family owner-occupants; Syracuse licenses electricians and HVAC/mechanical contractors while plumbing permits run through Onondaga County. Statewide, GBL Article 36-A governs every residential contract and WCL § 57 blocks permits without workers' comp proof.

NYC requires at least two of the seven qualifying years as a registered journeyman plumber, all under a licensed master.
Syracuse sends plumbing permits to Onondaga County, so the county license is the one that matters there.
Older DOB guides list $525/$350 exam fees by money order; the current DOB page lists $585 and $530 payable by eCheck or card.
