The Roofing Contractor Registration Act makes it unlawful to act as a roofing contractor without a current registration, or as a commercial roofer without a commercial endorsement (59 O.S. § 1151.3). Registration is $75 a year, renewing in the qualifying party's birth month, with $500,000 general liability for residential work, $1,000,000 for commercial, and workers' compensation proof (§§ 1151.5, 1151.8). Permit offices must refuse roofing permits to unregistered contractors (§ 1151.3(F)).
The 2025–2026 laws rewrote residential roofing. HB 1628 (2025) created a residential roofer endorsement; SB 1873 (2026) set the grandfathering window as calendar 2027 and the hard deadline as January 1, 2028; HB 3800 (2026) added annual CE — 4 hours for commercial endorsees from 2027 and 4 hours for residential from 2028. Labor-only shingle crews must be registered, and from January 1, 2027 roofers may not subcontract with unregistered crews.
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
Registration is statewide; local building officials must refuse a roofing permit unless the applicant shows registration or an exemption (59 O.S. § 1151.3(F)). Public bodies must require roofing registration on bids and contracts (§ 1151.9(A)). Cities still set permit fees and inspections.

Roofers registered and in good standing on Jan 1, 2027 can get the residential endorsement during 2027 with 10 approved CE hours instead of the exam; commercial endorsees qualify with no exam or CE.
Shingle crews must register; from Jan 1, 2027 roofers may not subcontract with unregistered crews, and from 2028 crews must work for a residential endorsee.

Pending verification: CIB's $230 residential endorsement figure exceeds the statutory endorsement fee of 'up to $200' in § 1151.10(C); it presumably includes the $30 application fee charged for the commercial endorsement under OAC 158:85-2-5, but no rule text for the residential fee was found · OAC 158:85 (effective 10-1-2020) and CIB's roofing requirements page (last modified April 2024) do not yet reflect the residential endorsement or HB 3800 CE; the statute and CIB's June 2026 announcement were relied on · PSI exam fees for the commercial and residential roofing exams · Effective dates originally set in HB 1628 before SB 1873 moved them (only the amended dates were confirmed)
