The statute ties eligibility to industry certifications — APSP Certified Service Professional or Certified Service Technician for service contractors, Certified Builder Professional for builders. A 2024–25 session bill (A5526) proposed adding a business permit, a sign the framework was still being reworked. Until licenses issue, residential pool installation is home improvement requiring Consumer Affairs registration, and new electrical or plumbing circuits remain licensed-trade work.
