S(Metal Erection) covers field fabrication, erection, repair and alteration of architectural and structural shapes, plates, tubing, pipe and bars, which reaches steel framing but not stick framing.
So the analysis is the general one. Below forty thousand dollars G.S. 87-1 requires no license and a framer can contract directly with an owner. At or above it, the framer contracting as the prime needs a general contractor license in the Building classification for commercial work or the Residential classification for dwellings built to the NC Residential Building Code. A framer working as a subcontractor is measured on the cost of his own undertaking, not on the whole project.
Framing never escapes the local layer. Adding, repairing or replacing load-bearing structure is expressly carved out of the G.S. 160D-1110(c) minor-work permit exemption — only windows, doors, siding and certain deck components get limited relief — so framing is permitted and inspected regardless of contract value. And at $40,000 and above, G.S. 87-14 makes the permit issuer verify licensure and workers' compensation coverage before the permit is released.

Framing is the trade where the local inspections department matters most, because framing inspection is a scheduled hold point on every permitted job. Permits are issued under G.S. 160D-1110 by the county or city inspections department — Mecklenburg County Code Enforcement issues building, electrical, plumbing and mechanical permits for the Charlotte area and conducts the field inspections. The statutory minor-work exemption at G.S. 160D-1110(c) is unavailable for load-bearing work, so a framing job is permitted whether it costs $8,000 or $80,000; only limited window, door, siding and deck-component work gets relief. At $40,000 and above the permit desk becomes the licensing checkpoint under G.S. 87-14, requiring proof of the state license or an owner-exemption affidavit, proof of workers' compensation, and lien agent contact details. No county or city issues a competing framing license, and municipal privilege license taxes were repealed statewide effective July 1, 2015.
