Routine pool care sits outside both regulators. The Registrar of Contractors licenses building, altering and repairing, not skimming and dosing, and the Office of Pest Management expressly exempts persons using an over-the-counter antimicrobial to treat a swimming pool under A.R.S. § 3-3611(A)(5). A service route that cleans, brushes and balances water needs neither credential.
Repair is where the license starts. CR-6, C-6 and R-6 Swimming Pool Service and Repair cover service and minor repair of pools and accessories, but exclude plumbing connections to a potable water system, gas lines, gas chlorine systems and electrical work beyond the first disconnect — and exclude complete replacement of plaster or pebble interiors and decks. Construction is a separate family: B-5 and B-6 residential, A-9 and A-19 commercial, KA-5 and KA-6 dual, B-10 for pre-manufactured spas. Construction contracts also carry a statutory payment schedule under A.R.S. § 32-1158.01.
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
The Registrar's license is statewide and cities cannot duplicate it under A.R.S. § 32-1101.01, so pool work meets local government at the permit counter and the barrier inspection. Phoenix Planning and Development, Tucson Planning and Development Services and Maricopa County Planning and Development permit excavation, structures and utilities, and each collects the signed license-number statement required by A.R.S. § 32-1169. A cleaning-only route usually meets no permit desk at all, but still owes transaction privilege tax on its service income at state and city rates.

CR-6 expressly excludes gas chlorine systems, gas lines, potable water plumbing connections and electrical work beyond the first disconnect. Those go to the plumbing or electrical licensee.
