Since July 1, 2021, no one may act as a residential roofing contractor without a roofing contractor registration certificate from the Residential Contractors Committee (Ark. Code Ann. § 17-25-603). The application requires a $15,000 surety bond, proof of workers' compensation coverage, and a designated in-state registered agent for nonresident roofers; the filing fee is $20 and the registration renews every year. A registrant is not a licensed contractor and may not take on other licensed work.
Exemptions include owners roofing their own homes, ACLB licensees whose classification covers roofing, and licensed home improvement or residential builders whose roofing is no more than 50% of the project cost and who don't sell roofing door to door (§ 17-25-610). Roofing was removed from the Home Improvement specialty list as of January 1, 2022. Commercial roofing contracts of $50,000+ need the ACLB 'Roofs, Roof Decks, Roofing Sheet Metal' classification.
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
Registration is state-level; cities and counties issue re-roof permits and inspect, and § 17-25-607(d)(8) makes roofing without a required local permit a ground for revoking the state registration.
The local offices section below names the exact permit desk for every Arkansas county on file.
Each row names the issuing authority, cost, timeline, citation, and status behind the requirement — verified against the official source.
Published fees from the issuing authorities, as of October 2026. Local permit fees vary by project and jurisdiction — the basis is stated where a flat number does not exist.
ACLB's apply page lists the registration for jobs over $2,000, but §§ 17-25-601 to -611 contain no dollar threshold and the residential $2,000 exemption (§ 17-25-513(3)) belongs to a different subchapter.
ACLB warns that a residential roofing registrant is not a licensed contractor and may not perform work requiring a license.
Nonresident roofers must name an Arkansas registered agent; door-to-door roofing sales cost a home improvement contractor its exemption.

Acting as a roofing contractor without a registration certificate is a crime.
After notice and hearing, unregistered roofing, using an unregistered roofer, or using an expired certificate draws a per-day civil penalty.
A roofer working in violation of the subchapter cannot sue a consumer to enforce the contract or for quantum meruit.
Inside city limits, the city office listed here issues the permit; the county office serves unincorporated areas. Every office links to its official page.

Pending verification: Dollar threshold: ACLB's apply page lists the Residential Roofer Registration for work 'more than $2,000', but the statute (§§ 17-25-601 to -611, rev. April 2026) contains no threshold — the statute is followed here · Start date: the statute bars unregistered roofing after July 1, 2021; the Home Improvement application says roofing moved to the registration as of January 1, 2022 · Renewal fee charged in practice (statute caps it at $100)
