FRAMING x MARYLAND

Framing contractor requirements in Maryland.

Framing an addition, garage, deck or porch for a homeowner is home improvement under Bus. Reg. § 8-101 — garages, decks and porches are named — so a framer contracting directly needs an MHIC license with $500,000 general liability.

Most framers sub, and Maryland is permissive there: the MHIC subcontractor license was eliminated July 1, 2016, and the Attorney General's builder registration exempts subcontractors on new homes. The licensed prime or registered builder carries the State credential.

LICENSE TRUTH
Framing additions, decks and remodels for Maryland homeowners requires an MHIC contractor license; framing crews subcontracting to a licensed contractor or registered builder need no license of their own.
STATE ↔ LOCAL
MHIC is a statewide license; building permits, inspections and any local business registration come from the county or municipality where the work is. MHIC's own FAQ describes coverage as homes and apartment buildings of three or fewer units — larger multifamily and commercial work fall outside it.

§ 08 · Maryland FAQ

Questions framing contractors ask about Maryland.

Q01Do framers need a license in Maryland?+
Only when contracting directly with homeowners on home improvement work — then an MHIC contractor license. Framing subs working for an MHIC-licensed contractor or a registered home builder need no State license.
Q02Can I build a deck without an MHIC license?+
Not for a homeowner as the contractor — decks are expressly listed in Maryland's definition of home improvement.
Q03Who needs to register for new home framing?+
The home builder registers with the Attorney General; the OAG lists subcontractors among those exempt from registration.
Q04Do subcontractors need their own MHIC license?+
No. Maryland eliminated the MHIC subcontractor license on July 1, 2016; a subcontractor may work unlicensed when performing improvements for an MHIC-licensed contractor. Contracting directly with the homeowner requires the contractor license.
Q05What does the MHIC Guaranty Fund do for my customers?+
Homeowners harmed by a licensed contractor can recover up to $30,000 per claimant, capped at $250,000 across all claimants for one contractor unless the contractor reimburses the Fund (Bus. Reg. § 8-405(e)). Contractors fund it: $100 at original licensure and $175 at each renewal.

Pending verification: PSI exam fee for the MHIC contractor exam (set by the testing service; not published on labor.maryland.gov) · MHIC's financial-solvency guideline amounts (MHIC states the standard qualitatively: assets, liabilities, credit report, net worth) · That Maryland has no state license for this trade on commercial (non-residential) work — no such license was found in the statutes reviewed, but an affirmative official statement was not located
