Rough framing belongs to the carpentry special skill, along with finish carpentry, doors and windows, porches and decks (excluding footings), wood foundations, and drywall hanging (§ 326B.802, subd. 15). A one-skill contractor is exempt from residential licensing (§ 326B.805, subd. 6), so a framing-only business — and every framing subcontractor working under a licensed builder — registers with DLI under § 326B.701 instead.
Deck footings and concrete are masonry and concrete; roofing is residential roofing; drywall taping is drywall and plaster. Contracting with a homeowner to frame and also pour footings, roof, or finish drywall is two special skills, which requires a DLI residential building contractor (new construction) or remodeler (existing homes) license.
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
Minnesota's single-skill exemption is a state exemption only: DLI notes that cities and counties may require their own license from contractors working under a state exemption or doing commercial work. Permits and inspections are issued locally under the State Building Code.
The local offices section below names the exact permit desk for every Minnesota county on file.
Each row names the issuing authority, cost, timeline, citation, and status behind the requirement — verified against the official source.
Published fees from the issuing authorities, as of October 2026. Local permit fees vary by project and jurisdiction — the basis is stated where a flat number does not exist.
Framing is part of the "Carpentry" special skill. Sell only that to a homeowner and no residential license is required; bundle it with a second skill and the license is mandatory (§ 326B.805, subd. 6).
Registered contractors carry no state insurance or bond requirement and do not pay into the Contractor Recovery Fund — homeowners hiring them have no recovery-fund claim.
A multi-skill contractor with gross annual receipts of $15,000 or less from licensable work may hold a $10 Certificate of Exemption instead of a license, renewed by affidavit each year.
A practical sequence for a new framing contractor in Minnesota. Actual agency processing times are noted in the ledger above.
Each item names the issuing authority, cycle, and citation.
Statutory consequences with their citations — not estimates, not “commonly cited” guesses.
DLI may issue administrative and licensing orders against unlicensed or unregistered contracting; each day a violation continues past a correction deadline counts separately.
Violating an applicable law under DLI's jurisdiction is a misdemeanor unless another statute provides otherwise.
DLI may order business operations stopped at one or more worksites; operating in violation of a final stop order carries a daily civil penalty.
Inside city limits, the city office listed here issues the permit; the county office serves unincorporated areas. Every office links to its official page.
