GENERAL CONTRACTING x UTAH

General Contracting contractor requirements in Utah.

Utah licenses general contractors through the Division of Professional Licensing (DOPL) under the Utah Construction Trades Licensing Act, Title 58, Chapter 55. A general classification requires a qualifier with two years (4,000 hours) of paid construction experience, a 25-hour pre-licensure course plus a 5-hour business and law course, and a passing score on the Utah Contractor Business and Law exam.

R100 covers single-family homes, multifamily up to four units, and commercial buildings of no more than three stories and 20,000 square feet — but not plumbing, electrical, or mechanical work, which go to licensed specialists. As of April 20, 2026 DOPL requires $1 million per-occurrence and $2 million aggregate general liability. The handyman exemption now reaches projects under $7,000 (a 2025 amendment), and H.B. 40 recodifies the whole chapter on January 1, 2027.

LICENSE TRUTH
Utah requires a DOPL contractor license for general contracting — B100 General Building, R100 Residential & Small Commercial, or E100 General Engineering — on any job of $7,000 or more.
STATE ↔ LOCAL
Utah Code § 58-55-301(1)(b)–(c) makes the DOPL license plus the local business license at your principal place of business the only licenses a contractor needs statewide — cities and counties may not require additional contractor licenses or registrations, though they still issue building permits and inspect. For owner-occupied homes, an owner who paid a licensed contractor in full under a written contract is protected from subcontractor liens (Utah Code § 38-11-107).

§ 08 · Utah FAQ

Questions general contracting contractors ask about Utah.

Q01Do I need a general contractor license in Utah?+
Yes, for work at or above the $7,000 handyman threshold. DOPL issues B100 General Building, R100 Residential & Small Commercial, and E100 General Engineering classifications under Utah Code § 58-55-301.
Q02What does it cost?+
DOPL's 2026 application charges $50 per qualifier, $175 per classification, and a $1 e-library surcharge — $226 for one qualifier and one classification — plus courses, the exam, and insurance.
Q03Is there a handyman exemption in Utah?+
Yes. Utah Code § 58-55-305(1)(h) exempts alteration, repair, remodeling, or improvement work with a contracted value under $7,000, counting labor, materials, and all changes. It never covers electrical or plumbing systems, gas appliances, HVAC, fire sprinklers, or radon systems, and on projects over $3,000 the handyman must file an insurance affirmation with DOPL.
Q04When does a Utah contractor license expire?+
All contractor licenses expire November 30 of each odd-numbered year on a two-year cycle; renewal requires six hours of continuing education and proof of continuing financial responsibility.
