CONCRETE x VERMONT

Concrete contractor requirements in Vermont.

Vermont does not license concrete or flatwork contractors. Residential construction under 26 V.S.A. § 5501(b) expressly includes paving and interior and exterior construction, so a concrete contractor who contracts with a homeowner for more than $10,000 in labor and materials must register with the Office of Professional Regulation ($75 individual, $250 business, every two years) and carry $1,000,000 / $2,000,000 liability insurance.

Work on a structure that is not attached to a residential building is exempt from registration (§ 5502(5)), and work for another contractor is not contracting with a homeowner. Driveways, sidewalks, and other paving are 'land improvement' under Vermont's home and land improvement fraud law, which applies to contracts of $1,000 or more (13 V.S.A. § 2029).

LICENSE TRUTH
Vermont has no concrete contractor license; residential concrete and paving contracts with a homeowner over $10,000 require OPR registration with $1M/$2M liability insurance and a written contract.
STATE ↔ LOCAL
Vermont's contractor layer is statewide: registration runs through OPR, and electrical, plumbing, and fuel-gas/oil credentials through the Division of Fire Safety. Commercial work, rentals, and other 'public buildings' (20 V.S.A. § 2730 — an owner-occupied single-family home is not one) need a Division of Fire Safety construction permit before work starts, and a town may take over that enforcement by agreement with the Commissioner (§ 2736). Towns issue zoning permits; whether a town also inspects one- and two-family homes depends on the town.

NOTE
Registration is not a license

NOTE
The $10,000 line

Registration applies to contracts with a homeowner over $10,000 including labor and materials (§ 5501(a)); smaller residential jobs and work for other contractors need no registration.

NOTE
Detached structures

Work on a structure not attached to a residential building is exempt from registration under § 5502(5).

§ 08 · Vermont FAQ

Questions concrete contractors ask about Vermont.

Q01Do I need a license to pour concrete in Vermont?+
No state concrete license exists. If you contract with a homeowner for residential work over $10,000 — paving is expressly included — you must register with OPR under 26 V.S.A. § 5501.
Q02How much does Vermont residential contractor registration cost?+
26 V.S.A. § 5507 sets the fee at $75 for an individual (self-employed, no employees) and $250 for a business organization, paid at application and again at each two-year renewal. You must also carry liability insurance of at least $1,000,000 per occurrence and $2,000,000 aggregate (§ 5509(a)).
Q03Is a detached slab or garage pad covered?+
26 V.S.A. § 5502(5) exempts work on a structure that is not attached to a residential building. Whether a driveway or freestanding slab counts as such a structure is not addressed on OPR's pages, so treat attached-home work over $10,000 as covered.
§ 09 · Sources

Primary authorities, not secondary summaries.

Every fact in this file was checked against these official sources on October 2026.

Pending verification: Threshold wording conflict: 26 V.S.A. § 5501(a) requires registration for residential construction 'of more than $10,000.00,' while OPR's FAQ and application pages say '$10,000 or more' — a contract of exactly $10,000 is ambiguous; the statute controls · Whether OPR has adopted any voluntary residential-contractor certifications under § 5503(b) — § 5507 sets $75 / $25 fees, but OPR's resources page lists the administrative rules as 'coming soon' · Whether the criminal penalty in 3 V.S.A. § 127(c) (fine up to $5,000, up to one year) and the bar on suits in § 127(e) reach unregistered residential contractors — § 5510(a) cites only the civil remedies in § 127(b) · Which towns run their own building permit and inspection programs for one- and two-family homes, and whether any town may add its own contractor license (no preemption clause found in 26 V.S.A. ch. 106); Vermont counties play no role in permitting in any source reviewed · Whether driveways, patios, and freestanding slabs are 'structures not attached to a residential building' exempt under § 5502(5)
