FLOORING x ALASKA

Flooring contractor requirements in Alaska.

CBPL's 'floor covering' specialty trade (12 AAC 21.350) covers installing carpet and flexible or resilient tile and sheet flooring; tile and terrazzo (12 AAC 21.520) and access flooring (12 AAC 21.210) are separate specialty trades. A specialty contractor may carry up to three trades (AS 08.18.024(b)). Registration under AS 08.18 requires a $10,000 surety bond and liability insurance of $20,000 / $50,000 / $100,000 plus workers' comp where AS 23.30 applies; CBPL's September 2025 forms charge $100 plus $250, with no exam.

Installing floor covering is construction because it becomes a fixed part of the structure; AS 08.18.161(5) exempts only the sale or installation of finished products that do not become a permanent, fixed part of a structure. Projects of $10,000 or less can run under the $5,000-bond handyman tier, and registrations expire December 31 of even-numbered years.

LICENSE TRUTH
Alaska has no flooring license — flooring installers register with CBPL as a 'floor covering' specialty contractor ($350, $10,000 bond, liability insurance, no exam), adding the tile or access-flooring trade where the work calls for it.
STATE ↔ LOCAL
Contractor registration is statewide and issued only by CBPL; AS 08.18.061 bars a city or borough from requiring a state-registered contractor to post a bond to get or hold a local license for a similar occupation. Building permits and inspections come from municipalities that run a building-code program (for example Anchorage, Fairbanks, and Juneau), and the Department of Labor's Mechanical Inspection Section — which also enforces contractor registration statewide under a service agreement with CBPL — inspects state-jurisdiction electrical and plumbing work outside Anchorage, where inspection authority is deferred to the Municipality.

NOTE
Registration is not a license

Alaska registers this trade — bond, insurance, and a fee — but sets no exam or experience requirement for it.

NOTE
Pick the right trades

Carpet and resilient flooring, tile and terrazzo, and access flooring are separate specialty designations; register each trade you perform (up to three).

NOTE
Renewal deadline: Dec. 31, 2026

Every contractor registration expires December 31 of an even-numbered year regardless of issue date; registrations issued within 90 days of expiration run to the next cycle.

§ 08 · Alaska FAQ

Questions flooring contractors ask about Alaska.

Q01Do I need a flooring license in Alaska?+
No license — a CBPL 'floor covering' specialty registration under AS 08.18 and 12 AAC 21.350 (add 'tile and terrazzo' for tile work), with a $10,000 bond and liability insurance, no exam.
Q02How much does Alaska contractor registration cost?+
CBPL's application forms (Rev. 09/03/2025) charge $100 nonrefundable plus a $250 registration fee — $350 — for general, residential-endorsed, specialty, mechanical, and handyman registrations alike. Registrations run two years and expire December 31 of even-numbered years. You also post a surety bond ($25,000 general, $20,000 residential-only general, $10,000 specialty or mechanical, $5,000 handyman) and carry liability insurance of $20,000/$50,000/$100,000 (AS 08.18.071, 08.18.101).
Q03Is there a small-job exemption in Alaska?+
Not a full exemption — a cheaper tier. A contractor whose projects each total $10,000 or less (labor, materials, everything) can register as a general contractor/handyman with a $5,000 bond instead of a larger one (AS 08.18.071(b)(4); 12 AAC 21.700). Splitting a job to stay under $10,000 is prohibited. Separately, the liability-insurance requirement does not apply if every project is $2,500 or less (AS 08.18.101(a)(2)).

Pending verification: AS 08.18 and 12 AAC 21 text was read from CBPL's compilation 'Statutes and Regulations — Construction Contractors' (rev. 09/21/2023) because akleg.gov and CBPL's web pages blocked automated fetches on 2026-10-23; amendments after September 2023 were not checked against the official code (a search found no 2025–2026 bill changing the $10,000 handyman limit or the bond amounts, and CBPL's Sept. 2025 forms match the compiled amounts) · Biennial renewal fee for contractor registrations under 12 AAC 02.180 — CBPL's Sept. 2025 application forms list only the new-applicant fees ($100 application + $250 registration) · Alaska business license fee — CBPL forms state a business license is required and must be obtained after the registration is issued, but the business-license fee page was not retrieved · Which CBPL specialty trade covers site-finished hardwood flooring — 12 AAC 21.350 lists only carpet and resilient flooring, and the finish-carpentry text (12 AAC 21.240) was not reviewed for wood floors
