Roofing is one of the specialty trades CBPL recognizes (12 AAC 21.200, 21.460): installing roof sheathing, weatherproofing, and insulation; repairing structural damage to a roof support system (but not building a new one); extending roof penetrations, vents, and drains on existing structures (except electrical); and installing skylights. A specialty contractor registers under AS 08.18 with a $10,000 surety bond and liability insurance of $20,000 property / $50,000 one person / $100,000 more than one person, plus workers' comp where AS 23.30 applies. CBPL's September 2025 forms charge $100 to apply and $250 to register; there is no exam.
A specialty contractor may use up to three trades on its work (AS 08.18.024(b)), so roofers commonly add rough carpentry for sheathing and framing repairs. Projects of $10,000 or less can run under the handyman tier with a $5,000 bond. Registrations expire December 31 of even-numbered years, so the next deadline is December 31, 2026.
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
Contractor registration is statewide and issued only by CBPL; AS 08.18.061 bars a city or borough from requiring a state-registered contractor to post a bond to get or hold a local license for a similar occupation. Building permits and inspections come from municipalities that run a building-code program (for example Anchorage, Fairbanks, and Juneau), and the Department of Labor's Mechanical Inspection Section — which also enforces contractor registration statewide under a service agreement with CBPL — inspects state-jurisdiction electrical and plumbing work outside Anchorage, where inspection authority is deferred to the Municipality.
The local offices section below names the exact permit desk for every Alaska county on file.
Each row names the issuing authority, cost, timeline, citation, and status behind the requirement — verified against the official source.
Published fees from the issuing authorities, as of October 2026. Local permit fees vary by project and jurisdiction — the basis is stated where a flat number does not exist.
Alaska registers this trade — bond, insurance, and a fee — but sets no exam or experience requirement for it.
Extending electrical roof penetrations is not roofing-contractor work under 12 AAC 21.460(4).
Every contractor registration expires December 31 of an even-numbered year regardless of issue date; registrations issued within 90 days of expiration run to the next cycle.

CBPL may fine a person who contracts without registration (or without a required residential endorsement); not imposed in communities of 1,000 or less that are off the road/rail system to Anchorage or Fairbanks.
CBPL or the Department of Labor may sue to stop unregistered contracting.
Knowingly contracting without registration after a prior conviction, citation, or administrative fine.
Inside city limits, the city office listed here issues the permit; the county office serves unincorporated areas. Every office links to its official page.

Pending verification: AS 08.18 and 12 AAC 21 text was read from CBPL's compilation 'Statutes and Regulations — Construction Contractors' (rev. 09/21/2023) because akleg.gov and CBPL's web pages blocked automated fetches on 2026-10-23; amendments after September 2023 were not checked against the official code (a search found no 2025–2026 bill changing the $10,000 handyman limit or the bond amounts, and CBPL's Sept. 2025 forms match the compiled amounts) · Biennial renewal fee for contractor registrations under 12 AAC 02.180 — CBPL's Sept. 2025 application forms list only the new-applicant fees ($100 application + $250 registration) · Alaska business license fee — CBPL forms state a business license is required and must be obtained after the registration is issued, but the business-license fee page was not retrieved
