DCP's pool page says all maintenance and repair on any pool or spa after installation must be performed by an SP-1 Swimming Pool & Spa Maintenance and Repair contractor with SP-2 journeyperson or trainee employees. CGS § 20-417aa defines that work to include servicing pool plumbing, heating, and electrical components from a licensed connection, resurfacing shells, tile, coping, and liners, and draining, acid washing, and backwash filtration. SP-2 applicants need a Pool & Hot Tub Alliance certification and OSHA 30; SP-1 requires two years holding an SP-2.
Building a new in-ground or partially above-ground pool deeper than 24 inches, or a permanent spa, requires the SPB license (§ 20-340d): five years under a licensed builder, PHTA Certified Building Professional, OSHA 30, and HIC registration. Pool licenses expire April 30; renewal is $150 for SP-1, $120 for SP-2, and $100 for SPB. SP licensees are exempt from HIC registration within their license scope.
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
Pool licensing is exclusively state (DCP). Towns and cities issue pool permits, inspect barriers and equipment, and issue the certificate of use that DCP treats as the line between builder (SPB) and maintenance (SP-1) work.
The local offices section below names the exact permit desk for every Connecticut county on file.
Each row names the issuing authority, cost, timeline, citation, and status behind the requirement — verified against the official source.

DCP says a full-service pool and spa contractor must hold both the SPB and SP-1 licenses.
An SPB may not do electrical, plumbing, or heating work without the matching ch. 393 license (§ 20-340d(f)); SP work starts at a connection installed by a properly licensed person.
Holders of the SP maintenance and repair license are not subject to the Home Improvement Act while acting within the license scope (§ 20-417aa(a)).

Wilfully performing, advertising, or employing others for licensed trade work without the license is a crime once DCP determines in writing that the work requires a license.
The examining board or the DCP commissioner may fine each violation after a hearing; half goes to the town when its building official reported it.
Since P.A. 25-111, DCP may issue a notice of violation after an inspection and then a stop-work order; ignoring it draws a daily fine.
Inside city limits, the city office listed here issues the permit; the county office serves unincorporated areas. Every office links to its official page.
