GENERAL CONTRACTING x IDAHO

General Contracting contractor requirements in Idaho.

Under the Idaho Contractor Registration Act (Idaho Code Title 54, Chapter 52), anyone who builds, alters, repairs, improves, or demolishes a structure or improvement to real property must register with the Idaho Contractors Board, part of the Division of Occupational and Professional Licenses (DOPL). Registration requires proof of general liability insurance including products and completed operations of at least $300,000 single limit, plus workers' compensation or a statement why it is not required — there is no exam and no experience requirement. DOPL's fees effective July 1, 2026 are $120 to apply and $60 per year to renew, and the Board began moving registrants to biennial terms on October 14, 2025.

Public works are a separate license: Idaho Code § 54-1902 makes it unlawful to act as a public works contractor without a DOPL public works license, except on projects estimated under $100,000 (§ 54-1903(9)). On residential jobs over $2,000 a general contractor must give the homeowner the lien, insurance, and bond disclosures in § 45-525 before contracting. Electrical, plumbing, and HVAC work must be done by holders of those separate state licenses.

LICENSE TRUTH
Idaho has no general contractor license — it requires DOPL contractor registration ($120, $300,000 liability insurance, no exam) for projects of $2,000 or more, plus a separate public works license for public projects of $100,000 or more.
STATE ↔ LOCAL
Idaho Code § 54-5213(1) bars cities, counties, and other local governments from running their own contractor registration or licensing programs (since January 1, 2007). They still issue building permits, and § 54-5209 requires the permit office to request your Idaho registration number and print it on the face of the permit — or mark it 'no contractor registration provided' for an exempt person — and the permit must be posted at the site.

NOTE
The $100,000 public works line

Public projects estimated under $100,000 need no public works license (§ 54-1903(9)); above it, a DOPL public works license is required before you act as a public works contractor.

NOTE
New fees July 1, 2026

DOPL's contractor registration fees effective July 1, 2026: $120 application/initial, $60 annual or $120 biennial renewal, $40 reinstatement.

§ 08 · Idaho FAQ

Questions general contracting contractors ask about Idaho.

Q01Do I need a general contractor license in Idaho?+
Idaho has no general contractor license. Instead, Idaho Code § 54-5204 requires contractor registration with the Idaho Contractors Board (DOPL) — proof of $300,000 liability insurance and workers' comp status plus a fee, with no exam. Public projects of $100,000 or more also require a public works contractor license (§§ 54-1902, 54-1903(9)).
Q02How much does Idaho contractor registration cost?+
DOPL's fees effective July 1, 2026 are $120 for the application/initial registration (individual or business), $60 for an annual renewal or $120 for a biennial renewal, and a $40 reinstatement fee on top of renewal. You also need general liability insurance of at least $300,000 single limit (Idaho Code § 54-5210(1)(e)).
Q03Is there a small-job exemption in Idaho?+
Yes, a narrow one. Idaho Code § 54-5205(2)(f) exempts a single casual, minor, or inconsequential project whose aggregate price for labor, materials, and everything else is under $2,000 — but not when the work is part of a larger project or is split into smaller contracts to evade registration.
Q04Can a city require its own contractor license?+
No. Since January 1, 2007, Idaho Code § 54-5213(1) bars cities, counties, and other local governments from running their own contractor registration or licensing programs. They still issue permits and must record your state registration number on them (§ 54-5209).

Pending verification: How DOPL's $120 initial registration fee squares with IDAPA 24.21.01.400, which lists the application (including original registration) at $60 'not to exceed' — presumed to be two aggregated annual fees for a biennial first term ('Annual fees may be aggregated for biennial licensure'), but not confirmed · How DOPL assigns renewal dates during the biennial registration transition begun October 14, 2025 (the Board News FAQ was not retrieved); § 54-5211 allows terms of 24 months to 5 years · Whether DOPL's current application requires anything beyond the insurer certificate in § 54-5210(1)(e), such as naming the Board as certificate holder (application form not retrieved) · Public works contractor license fees, class dollar limits, and qualification requirements (IDAPA 24.39.50 and § 54-1904 not read)
