Under Idaho Code Title 54, Chapter 50, HVAC covers warm-air and water heating systems, heat pumps, boilers, pool heaters, space heaters, decorative gas and solid-fuel appliances, gas, propane, electric, or oil-fired water heaters, ventilation, and air conditioning (§ 54-5003(3)). Working without a certificate of competency or apprentice registration is a misdemeanor (§ 54-5022). A contractor must pass a Board exam and post a $2,000 bond (§ 54-5007; IDAPA 24.39.70.100.03); a journeyman needs 8,000 apprentice hours plus 576 hours of instruction, or 16,000 hours, and an exam.
HVAC certification is exclusively state: no local jurisdiction may require added certification, registration, or fees (§ 54-5015(2)), and certificate holders are exempt from contractor registration (§ 54-5205(1)). DOPL's fee table lists a contractor certificate at $225 for three years ($150 renewal) plus a $35 application fee, and DOPL will move the HVAC Board to biennial licensure on October 30, 2026. Technicians who handle refrigerants also need EPA Section 608 certification.
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
HVAC certification is exclusively state (§ 54-5015(1)–(2)); local jurisdictions may not add certification, registration, or fees but may impose stricter public safety rules. Permits and inspections come from DOPL or the local program; under § 54-5020A (2026) a permit holder may hire a third-party inspector if an inspection is not done within 48 business hours.
