871 IAC 23.82(2)(g) lists painting and wall-covering contractors — house painting and painting of buildings other than roofs — as construction, so Iowa Code chapter 91C requires DIAL registration once construction earnings reach $2,000 a year, with workers' comp evidence, an unemployment insurance number, and a $25,000 bond for out-of-state firms.
The bigger rule for painters is lead. Under Iowa Code § 10A.902, renovation of pre-1978 housing or child-occupied facilities requires DIAL-approved training and certification; DIAL requires at least one certified lead-safe renovator on every job and a certified firm, and § 10A.903 requires the Iowa lead hazard pamphlet to the owner and occupant before renovation, remodeling, or repainting for compensation begins. Iowa runs its own program rather than EPA's, and it moved from the public health department to DIAL in 2023.
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
Registration and lead-safe rules are statewide. Painting rarely needs a building permit, but local rules vary by city and county.
The local offices section below names the exact permit desk for every Iowa county on file.
Each row names the issuing authority, cost, timeline, citation, and status behind the requirement — verified against the official source.
Published fees from the issuing authorities, as of October 2026. Local permit fees vary by project and jurisdiction — the basis is stated where a flat number does not exist.
Iowa certifies lead-safe renovators itself; renovators trained elsewhere or certified by EPA still need Iowa certification, though DIAL says they need not retake the training.
An owner working on their own dwelling needs no certification unless someone other than the owner's immediate family occupies it (§ 10A.902(2)).
The construction definition files roof painting and coating under roofing contractors, not painters — registration is the same either way.

Each item names the issuing authority, cycle, and citation.

DIAL issues a written citation for failing to register, for substantially incomplete or inaccurate registration information, or for an out-of-state contractor's missing bond.
A contractor not registered as required may not be awarded a contract to perform work for the state or a state agency.

Pending verification: DIAL's Contractor Registration page says contractors with employees must carry workers' compensation 'and a $25,000 bond'; Iowa Code § 91C.2(3) and 481 IAC 465.4(11) require the $25,000 bond only of out-of-state contractors — we follow the statute · DIAL's Contractor Registration page describes registration as a one-year credential renewed annually, while 481 IAC 465.4(9) also prices a $150 three-year registration; which terms DIAL currently issues outside the PMSB combined application was not confirmed · Whether individual Iowa cities (e.g. Des Moines, Cedar Rapids) require their own general or trade contractor license or registration before issuing building permits for this trade — no statewide preemption of local general-contractor licensing was found · Whether DIAL's lead-safe renovation rules (formerly 641 IAC chs. 69–70) have been renumbered into agency [481] and whether the $60 annual renovator fee is current
