Iowa Code chapter 135I makes DIAL responsible for registering and regulating swimming pools, spas, and spray pads operated by governments, businesses, hotels, apartments, condominiums, and clubs; single-family pools are exempt (§ 135I.2). Each covered facility registers annually ($35) and must employ a certified operator — someone who completed the CPO, AFO, PPSO, or LAFT course — with one operator covering at most three facilities and completing two hours of continuing education a year (481 IAC 485.4(6), 485.11).
The rules moved in 2026: Iowa's pool code was public health rule 641 IAC chapter 15 until it was transferred to DIAL as 481 IAC chapter 485 (editorial change February 4, 2026). For residential pool service there is no state credential, but electrical work on pools needs an Electrical Examining Board license.
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
DIAL registers facilities and may delegate inspections to local boards of health by agreement (§ 135I.4(6)); local boards set their own share of inspection fees. Electrical and plumbing licensing remains state-level.

Iowa doesn't license pool companies; it requires each regulated facility to employ a certified operator — which is the credential a service company needs to run commercial accounts.
One certified operator may be responsible for no more than three facilities (481 IAC 485.4(6)(a)).
Condominiums, apartments, housing cooperatives, and HOAs with 25 or fewer living units are exempt from the certified-operator requirement.

Violating chapter 135I; each day is a separate violation. DIAL may also withhold or revoke registration or order a facility closed.
Registration fees received after April 30 incur a monthly penalty per pool or spa.
Inside city limits, the city office listed here issues the permit; the county office serves unincorporated areas. Every office links to its official page.
