Since July 1, 2013, K.S.A. 50-6,123 bars anyone from acting as a roofing contractor — including subcontractors and nonresidents who solicit or perform commercial or residential roofing for a fee — without a registration certificate from the Attorney General. The application must include a certificate of liability insurance of not less than $500,000, proof of workers' compensation coverage (or an exemption affidavit), and any required Department of Revenue tax clearance (K.S.A. 50-6,125).
Certificates expire June 30 every year. The statute caps the application and renewal fees at $500 and the late fee at $300; there is a 30-day grace period, and an unrenewed certificate is revoked after July 31 (K.S.A. 50-6,132). The registration number must appear on every state or local roofing permit application (K.S.A. 50-6,127), and local roofing licenses in Johnson County, Wichita/Sedgwick County, and Lawrence stack on top.
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
The AG registration is a statewide floor that every roofer needs; it does not replace local licensing. Johnson County (DR), MABCD (Roofing and/or Siding — the AG registration number is required to license), and Lawrence (Class D, $1,000,000 GL) each license roofers, and K.S.A. 50-6,127 requires the registration number on every local roofing permit and compliance with all local ordinances.

Published fees from the issuing authorities, as of October 2026. Local permit fees vary by project and jurisdiction — the basis is stated where a flat number does not exist.
Every certificate expires June 30. Renew within the 30-day grace period or pay a late fee; after July 31 the certificate is revoked and reinstatement costs up to $500 more.
An unregistered roofing contractor may not bring or maintain a court claim related to its roofing business (K.S.A. 50-6,123(a)(2)).
A general contractor is exempt if roofing is 50% or less of total project cost with no door-to-door sales, or if it subs all roofing to a registered roofer and keeps the sub's certificate on site (K.S.A. 50-6,122(e)).
