N.D.C.C. § 43-09-09 bars anyone from planning, installing, altering, or repairing wiring for electric light, heat, or power, or a power limited system, without a State Electrical Board license. The board licenses master, journeyman, class B, and power limited electricians; apprentices register with the board within six months of employment and work only under personal supervision. A journeyman needs 8,000 hours over at least three years plus approved training; a master needs journeyman experience (2,000 hours under board rule).
Only a master or power limited electrician may enter a contract for electrical installation; a class B electrician may contract only for farmstead wiring or one- and two-family homes in cities of 2,500 or fewer. A licensee acting as a contractor must file proof of public liability insurance of at least $500,000. Licenses renew annually, and since July 1, 2026 renewal requires eight continuing-education hours, at least half on the 2026 National Electrical Code.
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
The State Electrical Board has jurisdiction over and inspects all electrical installations (N.D.C.C. § 43-09-22). Cities may provide their own electrical inspection and may adopt stricter requirements by ordinance, but those ordinances may apply only to board licensees (§ 43-09-21). Licensees report their licensing to the city electrical inspector where one exists (§ 43-09-09(3)).
The local offices section below names the exact permit desk for every North Dakota county on file.
Each row names the issuing authority, cost, timeline, citation, and status behind the requirement — verified against the official source.
Published fees from the issuing authorities, as of October 2026. Local permit fees vary by project and jurisdiction — the basis is stated where a flat number does not exist.
Unlike the $4,000 contractor-license threshold, the electrical license requirement in § 43-09-09 applies to every installation, alteration, or repair.
Board rule splits masters into contracting masters (carry liability insurance), masters of record (an organization's own property only), and noncontracting masters.
The board is replacing its licensing system: renewals pause from January 29, 2027 and reopen February 3, 2027, with no late fees during the transition.

Violating the electricians chapter, including working without a license, is a crime; the board may also issue cease and desist orders and seek injunctions with costs and attorney's fees.

The board may deny, suspend, revoke, or refuse to renew for code violations, gross negligence, fraud, uncorrected installations, missing insurance, or missing CE.
