FRAMING x RHODE ISLAND

Framing contractor requirements in Rhode Island.

R.I. Gen. Laws § 5-65-3(i)(1) lists carpenters, including finish carpenters and framers, first among the subcontractors who must obtain a CRLB registration before conducting any work unless they are employees of a registered contractor. Registration requires $500,000 combined-single-limit liability insurance, workers' compensation where required, a 5-hour pre-registration course, 2.5 hours of continuing education at renewal, and $150 for a one-year term — with no exam.

Framing is the trade most directly reached by the new Rhode Island Residential Contractor Licensing law (ch. 5-65.4, enacted 2025): from January 1, 2028, supervising the construction of a new 1–4 family residential structure or structurally remodeling one requires a CRLB license backed by an exam and continuing education. How the Board will treat framing subcontractors working under a licensed builder is still being set by regulation.

LICENSE TRUTH
Rhode Island has no framing license today — carpenters and framers must register with the CRLB — but framing new 1–4 family homes or structural remodels will need a CRLB license from January 1, 2028.
STATE ↔ LOCAL
Rhode Island has no county government, so the city or town building official issues permits and inspects under the state building code. Under R.I. Gen. Laws § 5-65-3(c) no city, town, or the state may issue a building permit to anyone required to register who lacks a valid registration, and the permit must list the contractor's registration number; § 5-65-3(g) makes CRLB registration exclusive — no city or town may require or issue its own contractor registration or license or charge a regulatory registration fee, though a general business license fee or tax on all businesses is still allowed.

NOTE
Registration is not a license

Rhode Island registers this trade through the CRLB — insurance, a course, and a fee — but sets no exam or experience requirement for it today.

NOTE
Structural work licensed from 2028

From January 1, 2028 supervising new 1–4 family homes or structurally remodeling them requires a CRLB license (ch. 5-65.4); the Board is defining 'structural' by regulation.

§ 08 · Rhode Island FAQ

Questions framing contractors ask about Rhode Island.

Q01Do framers need a license in Rhode Island?+
Not today — framers must register with the CRLB (R.I. Gen. Laws § 5-65-3(i)(1)). From January 1, 2028, supervising new 1–4 family home construction or structural remodeling will require a CRLB license under ch. 5-65.4.
Q02How much does Rhode Island contractor registration cost?+
The CRLB charges $150 for an original registration and $150 for each annual renewal (R.I. Gen. Laws § 5-65-9), plus a $50 late fee if the registration has expired. New residential applicants also pay a CRLB-approved provider for the 5-hour pre-registration course, and you must carry $500,000 combined-single-limit liability insurance (§ 5-65-7).
Q03Is Rhode Island starting a contractor license?+
Yes, for residential structural work. Under R.I. Gen. Laws ch. 5-65.4 (P.L. 2025, ch. 421), beginning January 1, 2028 no one may supervise construction of a new 1–4 family home or structurally remodel one without a CRLB license; the Board must adopt the program (exam and continuing education) by January 1, 2027. Nonstructural home-improvement work stays under registration only, and a license will also satisfy the registration requirement.
Q04Is there a small-job exemption in Rhode Island?+
Only a narrow one. R.I. Gen. Laws § 5-65-2(a)(4) exempts work on one structure or project when all contracts total less than $500 and the work is casual, minor, or inconsequential — and it does not apply to anyone who advertises or uses a sign or card suggesting they are a contractor.
