The Home Builders Licensure Board issues a dedicated license 'with limitation, limited to roofing' that requires no exam: applicants show a local contractor business license held now or within the past year and file a $10,000 license/permit bond naming the board as obligee.
The roofers license is narrow. Board rules confine it to installing or repairing the external covering of a residence; replacing damaged decking and fascia stays inside it, but a storm job that also needs a framer to repair a truss involves more than one trade and the structure, and requires the unlimited home builder license. Holders of an unlimited license may roof without a separate roofers license; holders of a limited license may not.
Commercial roofing is a General Contractors Board matter (the 'Roofing & Sheet Metal' subclassification) once the undertaking reaches $100,000. Commercial roofing below that figure needs no state trade license.
