Landscaping is a named subcategory of building construction (BC-29), with Irrigation (BC-33) beside it. Neither needs a trade exam, but contracting directly with an owner on a project of $25,000 or more requires a contractor license: Business & Law exam, a financial statement or bond, and insurance. Landscapers working as subcontractors to a licensed contractor need no license; the Board names landscaping among the trades exempt in that position.
Below $25,000, the Home Improvement program defines home improvement to include landscaping and fences, so residential jobs from $3,000 to $24,999 in Bradley, Davidson, Hamilton, Haywood, Knox, Marion, Robertson, Rutherford and Shelby counties need the state Home Improvement license. The rule that applies at any size is pesticides. Applying herbicides, insecticides or fungicides to lawns and landscapes for hire is custom application: you need a TDA charter, a licensee in Horticulture — Lawn and Turf (HLT), and C03-certified applicators.

Locally, the verified requirement is a business tax license for each city or county where you work. Structures such as walls or drainage are permitted under local code, and pesticide credentials come from TDA. Tennessee licenses contractors at the state level; the local desk issues the permit and does the inspecting. Where a city or county does not enforce its own building code, one- and two-family dwellings fall under the State Fire Marshal's residential permit program, which uses the 2018 IRC and state-contracted inspectors.

Anyone who engages or offers to engage in contracting without a valid license, or outside its classification or monetary limit, may not be awarded the contract or take part in any re-bid of the project. The Board's licensing instructions add that the offender's own license application may be denied or held for up to six months.
The Board may assess $50–$5,000 for violations of T.C.A. § 62-6-120(d) and for unlawful bidding, and $50–$1,000 for other violations of the contractor law. Each day of continued violation counts as a separate violation.
