WDA's Chapter 28 applicator rules, adopted under the Wyoming Environmental Pesticide Control Act (W.S. 35-7-355), define a commercial application as applying any pesticide — other than sanitizers and disinfectants — by contract or hire, and require a commercial applicator license before making one (Ch. 28 §§ 2(f), 3(a)). Structural pest control is Category 907 (Industrial, Institutional, Structural and Health Related), with subcategories such as 907G Fumigation and 907H Bird Control. Applicants need 70% on the general exam and every category exam (§ 6(f)); the license fee is $25, renewal $25, and the license runs the rest of the issuing year plus 25 months, expiring January 31 (§ 6(b)–(c), (j)).
Every for-hire application must be under the direct supervision of a certified commercial applicator who is reachable by phone or radio, within one hour and 50 air miles, and on site when the use poses a serious hazard (W.S. 35-7-376). Recertification takes 24 hours of approved training, the annual short course, or re-examination (§ 6(k)); application records are kept two years (§ 14); applications in schools need 72 hours' notice and posted signs (W.S. 35-7-375). Local governments may not regulate pesticide use more strictly than the state (W.S. 35-7-374(c)).
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
Pesticide regulation is statewide: W.S. 35-7-374(c) bars any political subdivision from adopting or enforcing pesticide storage, sale, distribution, notification, or use rules more stringent than the Wyoming Environmental Pesticide Control Act and its rules. Pest control businesses with employees carry Wyoming workers' compensation as services to buildings and dwellings (W.S. 27-14-108(a)(ii)(M)).

Wyoming's license trigger is any pesticide applied by contract or hire — not just restricted-use products; only sanitizers and disinfectants are excluded (WDA Ch. 28 § 2(f)).
Cities and counties may not adopt pesticide storage, sale, use, or notification rules stricter than the state act (W.S. 35-7-374(c)).
A suspended applicator must re-take all exams and serves one year of probation; a violation then can mean revocation for up to three years (Ch. 28 § 6(l)).

Violating the Wyoming Environmental Pesticide Control Act or its rules, including applying for hire without a license or outside your category.
Any rule violation can lead to denial, suspension, or revocation after a hearing; a suspended applicator must re-test and serves a one-year probation.
When WDA pays to remediate an applicator's violation it may seek restitution from the applicator or the applicator's employer.
