CONCRETE x HAWAII

Concrete contractor requirements in Hawaii.

C-31a cement concrete covers mixing and placing concrete, setting screeds and forms, finishing, tuckpointing and caulking block, cutting, drilling, sawing, coring and pressure grouting, sandblasting, sealing, epoxy injection and spall repair. C-31 masonry adds brick, block, stone and precast panels and also allows placing and finishing cement concrete. C-31e is a narrower concrete cutting, drilling, sawing, coring and pressure grouting lane.

Both A general engineering and B general building licenses automatically include C-31a (HAR §16-77-32). Asphalt paving is C-3, and excavating, grading and trenching is C-17 — a concrete contractor stepping into either needs those classifications.

LICENSE TRUTH
Concrete work in Hawaii requires a Contractors License Board C-31a cement concrete (or C-31 masonry) license for any job over $1,500 or needing a permit — flatwork included.
STATE ↔ LOCAL
Contractor licensing is exclusively state — the Hawaii Supreme Court held Honolulu's own electrical contractor licensing ordinance invalid because HRS ch. 444 is the exclusive legislation for contractors (52 Haw. 550, 1971, noted under HRS §444-1). The four counties (City and County of Honolulu, Hawaii, Maui, Kauai) issue building permits and inspect; every permit applicant must list the license numbers of the contractor and all specialty contractors, which the county checks against the Board's list (HRS §444-9.1). Any job needing a permit loses the $1,500 exemption.

NOTE
Flatwork is licensed work

Hawaii has no flatwork carve-out — patios, walks and driveways need C-31a unless the whole job is $1,500 or less with no permit.

NOTE
Adding a classification

Licensees add classifications by paying the application fee and qualifying; no additional license fee is charged (HRS §444-8(b)).

NOTE
One board, every trade

Hawaii licenses specialty trades most states leave alone — painting, flooring, landscaping. The same $50 application, Business & Law exam, insurance minimums and fund fees apply whether you hang drywall or wire panels.

§ 08 · Hawaii FAQ

Questions concrete contractors ask about Hawaii.

Q01Do I need a license to pour concrete in Hawaii?+
Yes — C-31a cement concrete or C-31 masonry for any job over $1,500, needing a permit, or part of a larger project (HRS §444-9, 444-2(4)).
Q02Does a general contractor need a separate concrete license?+
No. A and B licensees automatically hold C-31a (HAR §16-77-32(a), (c)).
Q03Does C-31a cover asphalt driveways?+
No. Asphalt paving and surfacing is C-3, and asphalt patching, sealing and striping is C-3a.
Q04Is there a handyman exemption in Hawaii?+
Narrowly. HRS §444-2(4) exempts a project whose aggregate contract price for labor and materials is not more than $1,500 — but never when a building permit is required, when the job is part of a larger project, or when work is split into smaller contracts to evade the law. Electrical and plumbing work must still be done by individuals licensed under HRS ch. 448E.
§ 09 · Sources

Every fact in this file was checked against these official sources on October 2026.

Pending verification: The Contractors License Board FAQ (dated 7/9/18, still linked from the Board page) states the handyman exemption as $1,000; HRS §444-2(4) as amended by Act 283 (2019) sets $1,500 — the statute is used here · Current contractor license, renewal and fund fees are taken from form CT-36 (rev. 10/25) and the Board FAQ; the fee schedule in HAR ch. 16-53 itself was not retrieved, and the $353 entity / $208 RME biennial renewal amounts come only from the 2018-dated FAQ · Current Prometric exam fees (the 2018 Board FAQ lists $75 per part; form CT-36 directs candidates to pay the testing agency directly without stating an amount) · How the Board decides whether to require a bond under HRS §444-16.5 for a given applicant (the statute sets only a $5,000 floor and directs the Board to weigh financial condition and experience)
