ROOFING x HAWAII

Roofing contractor requirements in Hawaii.

Classification C-42 covers installing a weather-tight roof covering in metal, composition and cementitious shingles, wood shingles and shakes, concrete and clay tile, built-up, modified bitumen, single-ply and fluid systems, spray urethane foam and asphalt, plus protective and reflective coatings, deck coatings and roof flashing. Narrower lanes include C-42a metal shingles, C-42b wood shingles and shakes, C-42c concrete and clay tile, C-42e urethane foam and C-42g roof coatings.

Roofing is named in the statute's definition of specialty contracting (HRS §444-7(d)). A B general building license automatically includes only C-42a and C-42b; every other roofing system needs the C-42 classification. The $1,500 exemption applies only to a no-permit job that isn't part of a larger project.

LICENSE TRUTH
Roofing in Hawaii requires a Contractors License Board C-42 roofing license (or a narrower C-42 subclassification) for any job over $1,500 or needing a building permit.
STATE ↔ LOCAL
Contractor licensing is exclusively state — the Hawaii Supreme Court held Honolulu's own electrical contractor licensing ordinance invalid because HRS ch. 444 is the exclusive legislation for contractors (52 Haw. 550, 1971, noted under HRS §444-1). The four counties (City and County of Honolulu, Hawaii, Maui, Kauai) issue building permits and inspect; every permit applicant must list the license numbers of the contractor and all specialty contractors, which the county checks against the Board's list (HRS §444-9.1). Any job needing a permit loses the $1,500 exemption.

NOTE
Coatings are roofing

Applying roof coatings for waterproofing or reflectivity is its own licensed lane, C-42g.

NOTE
The $1,500 line

A roof repair is exempt only if the whole contract is $1,500 or less, needs no permit, and isn't split from a larger job (HRS §444-2(4)).

NOTE
One board, every trade

Hawaii licenses specialty trades most states leave alone — painting, flooring, landscaping. The same $50 application, Business & Law exam, insurance minimums and fund fees apply whether you hang drywall or wire panels.

§ 08 · Hawaii FAQ

Questions roofing contractors ask about Hawaii.

Q01Do I need a roofing license in Hawaii?+
Yes — a C-42 roofing classification (or a subclassification) for any job over $1,500, needing a permit, or part of a larger project (HRS §444-9, 444-2(4)).
Q02Can a general contractor do roofing?+
A B general building contractor automatically holds only C-42a metal shingles and C-42b wood shingles and shakes (HAR §16-77-32(c)); other roofing systems need C-42.
Q03Is solar part of roofing?+
No. Solar is separately classified — C-60 solar power systems (also within C-13 electrical) and C-61 solar energy (hot water) systems.
Q04Is there a handyman exemption in Hawaii?+
Narrowly. HRS §444-2(4) exempts a project whose aggregate contract price for labor and materials is not more than $1,500 — but never when a building permit is required, when the job is part of a larger project, or when work is split into smaller contracts to evade the law. Electrical and plumbing work must still be done by individuals licensed under HRS ch. 448E.
