Classification C-37 covers installing, repairing or altering complete plumbing systems — supply and hot water piping (including heat pump water heaters and hot water supply boilers of 200,000 BTU/h or less), waste water, fuel gas piping, backflow prevention and fixtures. Subclassifications include C-37a sewer and drain line, C-37b irrigation and lawn sprinkler, C-37d water chlorination and C-37f fuel dispensing.
The work must be done by individuals licensed under HRS ch. 448E: a journey worker plumber needs five years and at least 10,000 hours as a helper, and a master plumber two years as a licensed journey worker. Hawaii courts have held a general contractor without C-37 may not do a project's plumbing, and plumbing is excluded from the owner-builder exemption.
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
Contractor licensing is exclusively state — the Hawaii Supreme Court held Honolulu's own electrical contractor licensing ordinance invalid because HRS ch. 444 is the exclusive legislation for contractors (52 Haw. 550, 1971, noted under HRS §444-1). The four counties (City and County of Honolulu, Hawaii, Maui, Kauai) issue building permits and inspect; every permit applicant must list the license numbers of the contractor and all specialty contractors, which the county checks against the Board's list (HRS §444-9.1). Any job needing a permit loses the $1,500 exemption.
The local offices section below names the exact permit desk for every Hawaii county on file.
Each row names the issuing authority, cost, timeline, citation, and status behind the requirement — verified against the official source.
Published fees from the issuing authorities, as of October 2026. Local permit fees vary by project and jurisdiction — the basis is stated where a flat number does not exist.
C-37 lets the business contract; the ch. 448E license lets a person do the work. A contractor who is not a licensed plumber must employ one.
The C-37 scope expressly includes heat pump water heaters and hot water supply boilers up to 200,000 BTU/h.
Hawaii licenses specialty trades most states leave alone — painting, flooring, landscaping. The same $50 application, Business & Law exam, insurance minimums and fund fees apply whether you hang drywall or wire panels.
