POOL SERVICE x HAWAII

Pool Service contractor requirements in Hawaii.

C-49a swimming pool service covers repair and replacement of pumps, filters, heaters and related circulation piping for pools, whirlpool baths and jacuzzis; acid washing or repainting pool interiors; and repairs to pool tile, coping, plaster and decks. C-49 swimming pool covers building and repairing pools, including water and gas service lines to pool equipment, and C-49b covers hot tubs, saunas and vinyl-lined pools.

No classification describes routine cleaning, skimming or chemical balancing, so a cleaning-only route falls outside the listed scopes; equipment and surface work does not. Single repairs of $1,500 or less that need no permit and aren't part of a larger project are exempt under HRS §444-2(4).

LICENSE TRUTH
Hawaii licenses pool repair, not pool cleaning: replacing pumps, filters and heaters or resurfacing a pool requires a Contractors License Board C-49a swimming pool service (or C-49) license once a job tops $1,500 or needs a permit.
STATE ↔ LOCAL
Contractor licensing is exclusively state — the Hawaii Supreme Court held Honolulu's own electrical contractor licensing ordinance invalid because HRS ch. 444 is the exclusive legislation for contractors (52 Haw. 550, 1971, noted under HRS §444-1). The four counties (City and County of Honolulu, Hawaii, Maui, Kauai) issue building permits and inspect; every permit applicant must list the license numbers of the contractor and all specialty contractors, which the county checks against the Board's list (HRS §444-9.1). Any job needing a permit loses the $1,500 exemption.

NOTE
Cleaning vs. repair

Routine cleaning isn't a listed classification; pump, filter and heater replacement, acid washing and replastering are C-49a work.

NOTE
The $1,500 line

A single equipment swap is exempt only if the whole contract is $1,500 or less, needs no permit, and isn't split from a larger job.

NOTE
One board, every trade

Hawaii licenses specialty trades most states leave alone — painting, flooring, landscaping. The same $50 application, Business & Law exam, insurance minimums and fund fees apply whether you hang drywall or wire panels.

§ 08 · Hawaii FAQ

Questions pool service contractors ask about Hawaii.

Q01Do pool cleaners need a license in Hawaii?+
No classification describes routine cleaning or chemical balancing. Repairing or replacing pumps, filters, heaters and circulation piping, acid washing, repainting and tile, coping or plaster repairs are C-49a swimming pool service work.
Q02Which license covers building a pool?+
C-49 swimming pool covers pool and spa construction and repair, including decks and water and gas service lines to pool equipment. A general engineering (A) licensee holds C-49 automatically (HAR §16-77-32(a)).
Q03Is a small pump replacement exempt?+
Only if the aggregate contract price is $1,500 or less, no permit is required, and it isn't part of a larger project (HRS §444-2(4)).
Q04Is there a handyman exemption in Hawaii?+
Narrowly. HRS §444-2(4) exempts a project whose aggregate contract price for labor and materials is not more than $1,500 — but never when a building permit is required, when the job is part of a larger project, or when work is split into smaller contracts to evade the law. Electrical and plumbing work must still be done by individuals licensed under HRS ch. 448E.
