Flooring contractor requirements in California.

C-15 Flooring and Floor Covering covers preparing any surface for the installation of flooring and floor coverings, and installing carpet, resilient sheet goods, resilient tile, wood floors and flooring including finishing and repair, and any other established flooring material — with one carve-out, ceramic tile, which belongs to C-54.

Two statutory provisions make the licensing question unambiguous. B&P § 7058(c) names a contractor concerned with installing and laying carpets, linoleum and resilient floor covering as a specialty contractor. And B&P § 7045, which otherwise exempts the sale or installation of finished products that do not become a fixed part of the structure, says in terms that 'finished products' shall not include installed carpets. A retailer arranging installation is contracting.

The C-15 scope ends at 'except ceramic tile'. A flooring contractor who also sets ceramic and mosaic tile needs C-54 — $150 if added with the original application, $230 if added later.

Vinyl asbestos tile skips the asbestos exam

B&P § 7058.5(a) states no asbestos certification examination is required for contractors involved with the installation, maintenance and repair of vinyl asbestos floor materials — the old sheet-vinyl and VAT case that flooring contractors meet constantly.

Retail installation is contracting

The finished-products exemption in B&P § 7045 explicitly does not cover installed carpets, and the section closes by applying the chapter to the installation of home improvement goods. A retailer who installs, or contracts for installation, is inside the licensing law.
