Plumbing contractor requirements in California.

The Contractors State License Board licenses plumbing as classification C-36. There is no separate journeyman plumber licence in California and no state-issued individual plumber card — the credential attaches to the contracting business through its qualifying individual, who must show four years of journey-level experience in the trade within the last ten years.

The C-36 scope is defined by function rather than by pipe: safe water supply and proper disposal of fluid waste, plus gas piping, medical and industrial gas systems, water heating equipment, and safety devices such as gas earthquake valves and backflow preventers. The one boundary worth memorising is that C-36 covers 'all gas appliances, flues and gas connections for all systems including suspended space heating units' but expressly does not include forced warm air units — those are C-20.

California licenses plumbing through the CSLB C-36 classification for any job of $1,000 or more or requiring a permit — and unlike HVAC or roofing, a solo C-36 with no employees may still file a workers' compensation exemption until January 1, 2028.

SB 1455 moved the all-classification workers' compensation mandate from January 1, 2026 to January 1, 2028. A C-36 sole owner with no employees may still file the exemption certificate today.

The C-36 scope covers all gas appliances and gas connections 'including suspended space heating units' but expressly excludes forced warm air units. Furnace work belongs to C-20.

Questions plumbing contractors ask about California.

Q01Does California license individual plumbers?+
No. California licenses the contracting business through the CSLB C-36 classification, qualified by an individual with four years of journey-level experience. There is no state journeyman plumber card the way there is for electricians.
Q02When do I need a C-36 rather than working unlicensed?+
At $1,000 in aggregate contract price for the undertaking, or at any price if the work requires a building permit. The exemption also fails if you advertise as a contractor or employ anyone to help (B&P § 7048).
Q03Do I need workers' compensation as a solo plumber?+
Not yet. C-36 is not on the § 7125(b)(2) list of classifications barred from the exemption, so a sole owner with no employees can still file the no-employee certificate. That changes January 1, 2028, when SB 1455's amended § 7125 makes coverage universal except for employee-free joint ventures.
Q04Can I install a furnace on a plumbing license?+
No. The C-36 scope covers gas connections and suspended space heating units but explicitly excludes forced warm air units, which fall under C-20.
Q05What happens if I do a $4,000 repipe without the license?+
You cannot sue to collect the money, and the homeowner can sue to recover everything they already paid you (B&P § 7031). On top of that it is a misdemeanor under § 7028 and the registrar can cite you for $1,500 to $15,000.
