The Structural Pest Control Board sits inside the Department of Consumer Affairs and is entirely separate from the Contractors State License Board. Practice is divided into three branches — Branch 1 fumigation, Branch 2 general pest, Branch 3 termite and wood-destroying organisms — and licences are limited to the branches the applicant has qualified in by examination.
The stack is company plus people. The company registers for $120 (plus $60 per branch office), must carry at least $500,000 in general liability insurance, must post a $12,500 surety bond, and must designate a licensed Operator as its qualifying manager. Individuals come in three tiers: Operator (can own a company or qualify one), Field Representative (can inspect, bid and contract on the company's behalf), and Applicator (Branch 2 and 3 application work only). Fees rose across the board on July 1, 2025.
The state sets the license floor; the county or city permit office controls filing, inspections, and local rules wherever the job site sits.
Structural pest control is state-regulated end to end: cities and counties issue no pest control licence and enforce no pesticide rules of their own in this space. Local government appears in two places only — the county clerk or recorder for a fictitious business name statement, and the city or county business tax certificate where the company is based. Agricultural pest control under permit or licence from the Department of Pesticide Regulation or a county agricultural commissioner is expressly outside the Board's jurisdiction.

The Board raised examination, licence, renewal and WDO activity fees effective July 1, 2025 to close a budget shortfall. Operator went $120 to $150, field representative $30 to $45, applicator $10 to $35, and the WDO activity fee $4 to $5.
Renewals open in May and are due June 30. Miss it and you are delinquent — $75 for an Operator, $22.50 for a Field Representative, $17.50 for an Applicator — and you may not work during the delinquent period. Not renewed by September 30 and the licence is cancelled.
The $5 activity fee attaches to the date you file the report, not the date you did the inspection — so a backlog of old inspections filed today is charged at today's rate.
