General Contracting contractor requirements in California.

General contracting is licensed by the CSLB in three flavours. A is General Engineering, for fixed works requiring specialised engineering knowledge — highways, dams, sewers, pipelines, land levelling. B is General Building, defined around structures for the support, shelter and enclosure of persons or property requiring at least two unrelated building trades. B-2 Residential Remodeling, added by SB 1189 in 2021, sits between B and the specialty classes and requires at least three unrelated trades in a single contract.

The two-trade rule in B&P § 7057(b) is the operative constraint. A B contractor may prime or sub a framing or carpentry project outright, but for anything else the contract must require at least two unrelated trades other than framing or carpentry — and framing and carpentry cannot be counted toward that two. Section 7057(c) adds that a B contractor cannot contract for fire protection (C-16) or well drilling (C-57) work at all without the classification or a licensed subcontractor.

LICENSE TRUTH
California's B General Building licence carries a restriction most states do not have: a B contractor cannot take a prime contract for a project involving only one trade — the contract must require at least two unrelated trades other than framing and carpentry, or the work must go to an appropriately licensed sub.

B&P § 7137(a)(3)(D) grants a 50-percent reduction in the initial licence and registration fees to a veteran who was not dishonorably discharged, on proof by a 'Veteran'-marked driver's licence or a DD214 long form.

An LLC licensee must carry $1,000,000 in liability insurance — rising by $100,000 per member above five, to a $5,000,000 cap — plus a $100,000 employee and worker bond on top of the ordinary $25,000 contractor's bond.

Late renewal costs 50 percent of the renewal fee: $675 for a delinquent active sole owner and $1,050 for an entity. A licence may be renewed up to five years after expiry; past that you reapply from scratch.

An unlicensed contractor cannot bring or maintain any action to collect compensation, and the person who used them may sue to recover all compensation paid. The substantial-compliance doctrine is unavailable to anyone who has never been licensed in California.

Q01What licence does a general contractor need in California?+
The CSLB B General Building classification for buildings, A General Engineering for fixed works like roads and sewers, or B-2 Residential Remodeling for remodels of existing residential wood frame structures. The licence is required at $1,000 or more, or at any price where a building permit is needed.
Q02Can a B contractor take a single-trade job?+
Only framing or carpentry. For anything else, B&P § 7057(b) requires the prime contract to involve at least two unrelated building trades other than framing and carpentry, or you must hold the relevant specialty classification or subcontract the work to someone who does.
Q03What is a B-2 licence and how is it different?+
B-2 Residential Remodeling was created by SB 1189 effective January 1, 2021 for improvements to existing residential wood frame structures where the project requires at least three unrelated trades in a single contract. A B-2 may not make structural changes to load-bearing elements and may not install, replace, substantially alter or extend electrical, mechanical or plumbing systems — only minor alterations needed to install or replace fixtures.
Q04What happens if I build without a licence in California?+
It is the harshest unlicensed-contracting regime in the country. You cannot sue to collect a cent (B&P § 7031(a)), and the customer can affirmatively sue to recover everything they already paid you (§ 7031(b)) — regardless of the merits or the quality of the work. On top of that it is a misdemeanor under § 7028 and the registrar can cite you for $1,500 to $15,000.
Q05Does an LLC need anything extra?+
Yes — $1,000,000 in liability insurance, rising $100,000 for each member above five to a $5,000,000 cap (B&P § 7071.19), plus a $100,000 employee and worker bond in addition to the $25,000 contractor's bond (B&P § 7071.6.5).
